The Social Welfare Department (SWD) has subsidised non-governmental organisations (NGOs) to set up six service teams under the Child Protection Support Service (named ChildPRO) in March 2025 to enhance the professional support for vulnerable children and their families.
1. To promote multidisciplinary collaboration in achieving a strong protection network for needy or vulnerable children;
2. To enhance the parents' and caregivers’ capacity to assume family responsibilities, fostering a safe and nurturing environment for stable and healthy development of their children;
3. To strengthen support for vulnerable children identified as in need of support by building their resilience and enhancing their self-protection abilities;
4. To prevent or reduce occurrence of child harm incidents through effective cooperation with related service units.

Scopes of Services
1. Home Visitation Support
Through regular home visits, home-based training packages, timely intervention and hands-on coaching advice will be offered to parents / carers to develop parenting and childcare skills.
2. Group & Individual Session
To conduct therapeutic / psychosocial groups or individual sessions for the recovery of service users from traumatic events, in addition to strengthening / building up self-protection skills of the children and parenting capacity.
3. Clinical Psychological & Nursing Support
Through the professional intervention of clinical psychologist and nursing staff under a teamwork approach to facilitate case consultation / assessment, give advice, or provide short-term clinical psychological treatment during the formulation and implementation of service plan, as well as administering groups and individual sessions to attend to the needs of the service users.
4. Educational and Family Enrichment Programme
To organise a wide range of family educational programmes to facilitate parent-child interaction, foster positive family relationships and rebuild support network for needy families.
5. StandbyU
To strengthen support for the families through attentive support to relieve their parenting stress or childcare problems and/or facilitate them to accomplish necessary chores / tasks for their recovery, Volunteer assistance may also be enlisted for supporting needy cases through various means such as arranging recreational activities, peer counselling or mutual support group.
Note The service team will receive referrals from FCPSUs firstly and accept referrals from Integrated Family Service Centres/Integrated Service Centres operated by SWD and NGOs in the second phase.
